Professor Dr. Al Yasa’ Abu Bakar      

Al Yasa` Abubakar is Professor of fiqh and ushul al-fiqh at the State Institute for Islamic Studies (IAIN) Jami`ah Ar-Raniry Banda Aceh. He was born in Takengon, Central Aceh, in Januari 1953. He received degree in Syari’ah (Qadha’) from the State Institute for Islamic Studies (IAIN) Jami`ah Ar-Raniry Banda Aceh in 1976 and Master degree in al-Dirasat al-`Ulya, Syu`bah Ushul al-Fiqh, Kulliyyah al-Syari`ah wa al-Qanun, Jami`ah al-Azhar, Kairo. In 1989 he earned Ph.D in Syari’ah from the State Institute for Islamic Studies (IAIN Sunan Kalijaga) Yogyakarta in 1989.

     Alyasa’ is currently working as a lecturer at faculty of Syari’ah. He has been appointed as Deputy Director of Post Graduate Studies in 1992-1996 and Deputy Rector in Academic Affairs in 1996-2001. Since 2008 he has been appointed as Director of Post Graduate Studies, IAIN Ar-Raniry. Alyasa’ was also appointed as Chief of Syari’at Islam Department of Ache Government, 2002 - 2008. During those years he was directly involve in legislating Aceh Government policies in Islamic Shari’ah implementation, including Qanun drafting of Islamic Shari’ah to be a positive law in Aceh, based of Act no. 44/99, Act no. 18/11, Act no.11/06 and Act no. 48/07, that allowed Aceh to implement Islamic Shari’ah as an independent system within Indonesian national system.       

Alyasa’ has produced books, such as Pelaksanaan Syari'at Islam di Provinsi NAD: Paradigma, Kebijakan dan Kegiatan (Islamic Shari’ah Implementation in Aceh: Paradigm, Policy and Activities) published by Dinas Syari'at Islam Provinsi, Banda Aceh, 2003, (revision edition  in 2004, 2005, 2006, and 2008); Penerapan Syari`at Islam di Aceh: Upaya Penyusunan Fiqih dalam Negara Bangsa (Islamic Shari’ah Application: Fiqh Reconstruction in Nation State), Banda Aceh, 2008; Perkawinan Muslim dengan Non Muslim dalam Peraturan Perundang-undangan, Yurisprudensi dan Praktek Masyarakat (Marriage of Muslim and Non-Muslim in Laws, Jurisprudence and Social Customs, Banda Aceh, 2008; Wilayatul Hisbah: Polisi Pamong Praja dengan Kewenangan Khusus (Wilayatul Hisbah: Special Police with Special Authority), Banda Aceh, 2009.   

Alyasa’ is also writing academic articles in newspaper and magazine. His journal articles has been published in various academic journals, such as Sinar Darussalam and AR-Raniry (published by IAIN Ar Raniry), Mimbar Hukum (pubslihed by Direktorat Pembinaan Badan PeradilanAgama, Departemen Agama), Jentera, Jurnal Hukum (published by PSHK  - Pusat Studi Hukum & Kebijakan Indonesia Jakarta), Jurnal Legislasi Indonesia (pubslihed by Direktorat Jenderal Peraturan Perundang-Undangan Departemen Hukum dan HAM Jakarta) and Jurnal Ilmu Syari`ah: Asy-Syir'ah (published by Fakultas Syari`ah UIN Sunan Kalijaga Yogyakarta).  

Ir. Azwar Abubakar MM

Ir. Azwar Abubakar was born in Banda Aceh, Indonesia on 21 June 1952. He received a bachelor's degree in architecture from the Bandung Institute of Technology, later receiving a master's degree in management from Syiah Kuala University in Aceh After graduation, he began working as a consultant and entrepreneur. After the resignation of President Suharto in 1998, he became active in politics, co-founding the Aceh branch of the National Mandate Party.

From 2000 to 2004, Ir. Azwar Abubakar served as the deputy governor of Aceh, later becoming the acting governor from 2004 to 2005 after Governor Abdullah Puteh was convicted of grafting. As acting governor he handled the aftermath of the 2004 Indian Ocean earthquake and tsunami, with the amount of civil servants at first thought to have been reduced by almost two-thirds. He also had to deal with the Free Aceh Movement.He ran for governor in 2006 with Prosperous Justice Party member Nasir Djamil as his deputy, but lost to Irwandi Yusuf.

Ir. Azwar Abubakar was elected to the People's Representative Council in 2009, representing Aceh. He became a member of Commission I, which oversees defense and foreign affairs. On 19 October 2011, Ir. Azwar Abubakar replaced EE Mangindaan as the Administrative Reform Minister of Indonesia. His appointment as minister was met warmly in Aceh, with several prominent Acehnese calling him "the best son of Aceh".

Assoc. Prof. Dr. Saim Kayadibi

Assoc. Prof. Dr. Saim Kayadibi is currently teaching in the Department of Economics, Kulliyyah of Economics and Management Sciences, International Islamic University Malaysia. Born in Turkey, he studied at al-Azhar University, the University of Jordan, and obtained his MPhill and Ph.D. from Durham University, UK. He has more than 210 publications consisted of books, articles and regularly attends national and international conferences. He has taught Islamic banking and finance, mu‘amalat, Islamic law, usul al-fiqh, constitutinal law, and Shariah-oriented public policy in England, Turkey, and Malaysia. His areas of interests are Islamic legal theory and jurisprudence, Islamic economics and finance, political economy, public policy, juristic preference in Islamic law (istihsan), Muslim international law, the Ottoman legal heritage, Malay Archipelago studies, human rights and democracy, Sufism, and the philosophy of Rûmi. He is also the author of Istihsan: Juristic Preference in Islamic Law (Kuala Lumpur: Islamic Book Trust, 2010) and The Ottoman Connections to the Malay World: Islam, Law, and Society (Kuala Lumpur: The Other Press: 2011).
